Rule 220.127.116.11 is included because Waikato Regional Council recognises that asphalt manufacturing plants have the potential to release significant quantities of particulate matter, steam and odour. A discretionary activity rule is needed specifically for discharge of contaminants to air from asphalt plants because this Rule encompasses both fixed and mobile sources. This provides the ability to assess these effects relative to the receiving environment on a casebycase basis.
