4.2.1 Issue

The use, erection, reconstruction, placement, alteration, extension, removal or demolition of structures in, on, under or over the beds of rivers and lakes may:

  1. adversely affect bed stability, water quality, aquatic habitats, migration of fish, flow regimes, existing legal public access and natural character of river and lake beds,
  2. increase the risk of flooding or unnecessarily obstruct navigation,
  3. adversely affect the relationship tangata whenua as kaitiaki have with their taonga, such as waahi tapu, native flora and fauna and access to customary fisheries.
